الهيئة العامة للتخطيط العمراني تشارك في إطلاق أنشطة مشروع CBUID II بالإسكندرية

شاركت المهندسة هادية جاد، مدير عام الإدارة العامة للتعاون الدولي والعلاقات الخارجية بالهيئة العامة للتخطيط العمراني، نيابة عن الهيئة، في إطلاق أنشطة مشروع "بناء القدرات من خلال تطوير البنية التحتية في المناطق الحضرية (CBUID II)" بمحافظة الإسكندرية. جاء ذلك في الاجتماع الذي ترأسه الفريق أحمد خالد حسن سعيد، محافظ الإسكندرية، وبمشاركة المهندس خالد صديق، رئيس مجلس إدارة صندوق التنمية الحضرية، والمهندسة إفوا دادزي آرثر، مدير المشروع بالوكالة الألمانية للتعاون الدولي (GIZ).

وخلال كلمته، أكد محافظ الإسكندرية أن المشروع يمثل خطوة محورية للارتقاء بالبنية التحتية والخدمات في المناطق الأكثر احتياجاً، مشيراً إلى الإنجازات الملموسة التي تحققت في المرحلة الأولى بمنطقة أبو قير. وأضاف أن المرحلة الثانية تستهدف منطقتي كرموز واللبان، استناداً إلى معايير واضحة تراعي حجم المستفيدين وافتقار تلك المناطق للخدمات الأساسية ومدى تأثرها بالتغيرات المناخية، مؤكداً على أهمية اللقاءات الجماهيرية للمشروع مع أهالي المنطقتين للوقوف على التحديات وبحث الحلول المناسبة لها.

من جانبه، صرّح المهندس خالد صديق بأن المشروع الجديد يعزز من قدرات الصندوق على تنفيذ خطط التطوير العمراني بمحافظة الإسكندرية، مؤكداً أن هذه الشراكة تمثل نموذجاً عملياً للتعاون المصري الألماني في مجال التنمية الحضرية، ورسالة واضحة على إصرار الدولة المصرية على مواصلة مسيرة التطوير وتحويل المناطق السكنية إلى مجتمعات عمرانية متكاملة توفر حياة كريمة للمواطنين.

بدورها، أعربت المهندسة إفوا دادزي آرثر عن سعادتها بانطلاق المرحلة الثانية من المشروع، موضحة أن هذه المرحلة تنطلق برؤية أوضح وطموح أكبر، مستندة إلى ما تحقق من إنجازات في المرحلة الأولى بمنطقة أبو قير، والتي قامت على المشاركة المجتمعية وعززت القدرة على مواجهة تحديات التغير المناخي.

أما المهندسة هادية جاد، فأكدت على اعتزاز الهيئة بالشراكة الدائمة مع المحافظة، والتي تضمنت إعداد المخطط الاستراتيجي للمحافظة، والمخطط الاستراتيجي للمدينة، والذي يجري حاليًا تعديل بعض الاشتراطات التخطيطية والبنائية الخاصة به. وأضافت أن هذه الشراكة امتدت لتشمل قيام الهيئة بإعداد المخططات التفصيلية لبعض المناطق ذات الأولوية بمدينة الإسكندرية، حيث بدأ العمل في منطقة كينج ماريوت من خلال أعمال الرفع العمراني وإعداد خريطة الأساس للمنطقة.

وتضمن اللقاء عرض الأهداف الرئيسية والفرعية للمشروع، أعقبه تنفيذ جولة ميدانية بعدد من المواقع المستهدفة في نطاق حي الجمرك وحي غرب، شملت مستشفى الملكة نازلي للأطفال، وأسواق المنشية، ومنطقة كرموز، وعمود السواري، ومدرسة كرموز، ومساكن وابور الجاز، وذلك بهدف متابعة الأوضاع على أرض الواقع والوقوف على الاحتياجات الفعلية للمناطق المستهدفة بالتطوير.

GOPP Participates in the Launch of CBUID II Project Activities in Alexandria

Eng. Hadia Gad Masoud, Director General of the General Department of International Cooperation and Foreign Relations at the General Organization for Physical Planning (GOPP), participated on behalf of the GOPP in the launch of the activities of the project "Capacity Building through Urban Infrastructure Development (CBUID II)" in Alexandria Governorate. The meeting was chaired by Vice Admiral Ahmed Khaled Hassan Said, Governor of Alexandria, with the participation of Eng. Khaled Seddik, Chairman of the Urban Development Fund, and Eng. Efua Dadzie Arthur, Project Manager at the German Agency for International Cooperation (GIZ).

In his remarks, the Governor of Alexandria emphasized that the project represents a pivotal step towards upgrading infrastructure and services in the most disadvantaged areas, highlighting the tangible achievements of the first phase in the Abu Qir area. He added that the second phase targets the districts of Karmouz and El-Labban, based on clear criteria that take into account the size of beneficiaries, the lack of basic services, and the areas’ vulnerability to climate change. He also stressed the importance of community meetings with residents of the two districts to identify challenges and explore suitable solutions.

For his part, Eng. Khaled Seddik stated that the new project enhances the Fund’s capacity to implement urban development plans in Alexandria Governorate, affirming that this partnership represents a practical model of Egyptian-German cooperation in the field of urban development, and a clear message of Egypt’s determination to continue the path of upgrading residential areas into integrated urban communities that ensure a decent life for citizens.

Meanwhile, Eng. Efua Dadzie Arthur expressed her delight at the launch of the project’s second phase, noting that this phase begins with a clearer vision and greater ambition, building on the achievements of the first phase in Abu Qir, which was based on community participation and strengthened the ability to address the challenges of climate change.

For her part, Eng. Hadia Gad Masoud affirmed GOPP’s pride in its long-standing partnership with the Governorate, which included the preparation of the strategic plan for the Governorate and the strategic plan for the City. She added that this partnership has also extended to include GOPP’s preparation of detailed plans for a number of priority areas in Alexandria, starting with the King Marriott area through urban surveying works and the preparation of the base map.

The meeting also included a presentation of the project’s main and specific objectives, followed by a field tour of several target sites in Al-Gomrok and West Districts. The tour covered Queen Nazli Children’s Hospital, El-Mansheya markets, Karmouz area, Karmouz School, and Wabor El-Gaz Housing, aiming to assess on-the-ground conditions and identify the actual needs of the targeted areas for development.
